This refers to the Scottish highland pipes – referred to on Wikipedia as the Great Highland bagpipe. Other types of bagpipe are available.
The blowpipe is (obviously) the one you blow down. The chanter is the one you play the tune on (as on a recorder) and each drone plays a constant note that (in theory at least) harmonises with the tune.
